This is a temp-to-hire situation where a prospective employee works as a temp before being hired permanently. It restricts the pool of available employees to those who are currently not in a job, which can be a limitation, but it can also work very well in certain situations and make for highly cost-effective hires of tested, loyal, skilled employees.
